Yes, it complies with the Terms and Conditions of both Google Play and the Apple Store.
When installing an app with the Teragence SDK, a number of permission requests are initiated. These permission requests are not unlike the permissions one might encounter with a restaurant finder or sports-type app. The full list of Android required permissions is:

How much you can earn will depend on the size and the location of your footprint (expressed in DAUs). Depending on the footprint, you can earn up to US$ 1,500 monthly per 100,000 DAU. This price is indicative, and can change depending on the demand for our services in different geographies.
The most valuable footprint for us is North America and Western Europe (Tier-1), followed by Latin America, Gulf Region and North Africa (Tier-2). Tier-3 consists of all other countries.
